Social: comment counts include stale commits

An item's comment count includes comments whose commits are stale (rewritten or force-pushed away), while the comment list excludes them, so the count can exceed the comments shown. Timeline and list queries exclude stale commits; the counter should apply the same filter.

Fixed on main by #commit:702d73267fc8: both recount queries filter stale_since, and the client recounts after every pass that can stale commits (workspace syncs and single-repository fetches), since core/fetch cannot see social. The branch review surfaced that the filter alone was dead in the fetch path; fixed in the same commit.
