TestProviderNotifications/GetNotifications_limitTruncation failed once in the quick tier with "expected 1 notification with limit=1, got 0" and passed on every rerun. Its subtests run in parallel and insert their pull request and feedback rows under the shared test URL on the review test branch, and TestSyncWorkspace runs in parallel on a workspace with the same URL. A workspace sync marks the rows of that repository that are not on a home branch stale, and since the providers exclude a stale row (#commit:e980c3c8@main), a feedback row inserted before the sync gives no notification. Give each provider subtest its own repository URL, or make the sync test use a URL of its own, so no parallel test writes the rows another one reads.
