Fixed in #commit:8ecd60bf: `gitsocial config credentials set` now works
outside a git repository.

An endpoint host or an s3:// URL works in any directory:

```
gitsocial config credentials set s3.us-east-2.amazonaws.com
gitsocial config credentials set s3://<endpoint>/<bucket>/<prefix>
```

A remote name, such as origin, still needs a repository. Run the command
in the repository that has the remote.
