fetch forks brings each fork's review branch. Add the head branch of each open fork pull request whose base is this repository to the same fetch, into refs/fork/<urlHash>/<branch> of the fork bare repository, one connection per fork as today. The selection is the rule pr list applies. The site step packs these heads.
